If it is the new version (issued after 2006) you will be OK on I-66 but not on I-95/I-395 HOV lanes during peak hours without 3+... be sure to check the VDOT web site to get the details and not get ticketed. Of course in Saskatchewan (Canada) we don't have Pool Lanes, or Tolls, or more then Two lanes of traffic... lol... but a specialty plate would be cool.. and a tax rebate would be cool too. SIgh. HOV lanes are high occupancy lanes. Basically, you need 2 or 3 passengers to ride in these lanes during rush hour traffic or you get HUGe tickets and the police presence is very considerable. Hybrid plates (clean special fuel plates) in Va allow drivers to drive on those lanes with no passengers. Speeding up their commute considerably.
