When are wipers considered "ON"?

Because apparently Ford believes it to be the low-speed position.  I say they are on at the intermittent setting because they operate at some predetermined period to swipe water off.  What say you?

 

Backstory:  I think I mentioned this in another thread some time ago but using the rain-sensing option with your wipers in intermittent does NOT turn on the headlights.  New York (where I am) and many other locales state that headlights must be on when wipers are on.  So here's where Ford borks it up IMO ...

 

Settings ==> Vehicle ==> Wipers ==> Rain-sensing ... this is an on/off toggle.  Pretty self-explanatory.  BUT ...

 

Now, make sure your headlight switch is in the "auto" position.  Some folks don't use this but this test requires it.  When the wipers are in intermittent mode with auto headlights, the headlights will NOT turn on.  Soon as you put the wipers in low speed, they'll be on.  HOWEVER, turn the wiper option off in Settings, and intermittent speed of any setting will turn the headlights on.

 

NOTE:  It's really helpful if it is raining or you have a hose or something to make the wipers think it's raining.

They are on when the police officer deems them to be and is having a bad day and wants to bring that rule to fruituion....otherwise you are ok

On my retirement, I would prefer to avoid tickets, thanks! <chuckle>  It is a matter of semantics, but I think  the rain-sensing and auto headlights are at odds for intermittent - and really shouldn't be.

2019 model always has the LEDs on. Only when it gets dark do the headlights come on.

When using the headlight auto function, as far back as 2015 models (at least) would have Daytime Running Lights (DRL) of some sort.  The LEDs on subsequent FFH are those.  I am referring to full headlights when using rain-sensing and intermittent setting on wipers.

i would think that these days the electronic systems are programmed to adhere to the rules and regulations that are required for the vehicle to pass inspection when used as directed within the manual.

While your state may have amended regulations the topic is questionable at best to have a police officer pull you over and write a ticket for not having your headlights on while using the windshield wipers. This is where my previous comment comes into conversation. Then the argument would be that if it isn't programmed accordingly you just have to operate the headlights manually just as you would in the old days of a bi-functional system depending on your vehicles options and the rules of the road.
