30 volts AC on 12v side

On my 2014 FFH I had an error code U019 for lost communication with engine  coolant pump contol module. I replaced the pump and the error returned immediately. Took it Ford dealer and for $150 said my coolant pump is bad  and they can change it for $1000. Did some more testing myself and with car ready to drive, in park, and ICE not running I tested the voltage on the coolant pump connector. I got 14.4v DC, that's normal, but when I tested for AC voltage I was getting 30v. Is that normal? I was expecting next to zero AC vots. Can someone test on their car and tell me the norrm?
