2017 Ford Fusion Hybrid SE code p1a1b-00 and EV not working

Has anyone else seen this? I noticed some fuses in my fuse box don't have power, I believe that was the vacuum pump fuse, and others.  I saw a youtube video that showed a short in the wiring harness near the brake caliper, could that be the culprit? I already took it to ford and paid $150  but they did not find it and wanted $400 more to further diagnose my car so I figured I'd try this forum and see if I could do it myself. 

 

The tool light and P brake light come on but the parking brake works fine. They also said they tested the pump and other items, it was not that, but a short wire somewhere.  I watched a video a long time ago that said a short wire can make the EV stop working and electric side of the vacuum pump.
