Emission Recall 15E03

This Recall already shows on my cars OASIS report.

I now have 3 Recall's pending, RCM (14S21), Door Latch (15S16) and this PCM re-program.

 

Plus, some cars will need their Fuel Delivery Module inspected or replaced under Recall 15E04.

We have those three plus 15S14 (steering gear motor corrosion). This is getting quite old...

 

What was the emissions recall that was done back in the fall of 2014? Edit: it was 14E02. Now this is another emissions recall...

 

I don't like when they reprogram the PCM because it wipes out the Lifetime Brake Score & Regen miles along with the ICE start events counter...

Stepped up pressure from the federal goverment and fear of litigation is behind the larger number of recalls and it is impacting many manufactures (not just Ford). We are seeing recalls for things today that would not have resulted in recalls in the past. Valid arguments can be me made both pro and con.

I had my vehicle in for an oil change today. They performed this service recall (15e03). I found a PDF version of the recall on the C-MAX forum. It effects only certain 2013 Fusions. The reason given for the need for the recall is:

 

  • In some of the affected vehicles, the Powertrain Control Module (PCM) may have been reprogrammed with a service calibration which may unintentionally cause clearing of emission-related data under certain conditions. When this occurs, the vehicle may not pass certain state-required emission/OBD readiness testing.

When I purchased my '13 FFH back in 2012 it was exempt from California's Bi-Annual Emission resting. As of January 01, 2015 a new law was passed requiring all hybrid cars to take the Bi-Annual Emission test. The Recall 15E03 is for Emissions and is mandatory in CA, plus there has to be a Certificate issued that needs to be presented for vehicle registration.

 

Now, as bad as that is, there are all these comments about reduced mpg's and other weird side effects from having this PCM reprogramming done.

I am not looking forward to this. :(

The State of California and the Commonwealth of Massachusetts require the completion of emission recall repairs prior to vehicle registration renewal. For vehicles registered in these states, please provide the owner with a Vehicle Emission Recall Proof of Correction certificate after the repair has been performed. These certificates may be obtained by contacting your regional office.

The Bi-Annual thing is kinda odd maybe the vehicle emission test stations are running out of cars to test. ;)

In the Philadelphia area all vehicles are required to be annually tested ..... including hybrids.

We pay for the Emission Test and the registration separately.

We have more registered vehicles in CA than any state, over 30 million.

That's 7 million more that the second place State, Texas.

Just Los Angeles County has more registered cars than all but 5 States. (Fun freeway driving!)

CA alone owns more than 600k vehicles.

 

Emission testing is BIG business.

It also resets your Lifetime Brake Score & Lifetime Regen miles. It also resets the ICE start counts which is accessible via FORScan.

You probably meant to write - "Not so fun freeway PARKING" :)

 

That definitely blows about you are having to pay for the testing extra in addition to registration. I mean in IL we $110 or so for registration but testing is "free".

GrySql, Minnesota is a very nice place to live.

No doubt, in my next life maybe, no chance now....

Emission test is $53 and registration depends on the year and value of the car. My 'old' FFH still costs over $250 to register every year.

But that's offset by the price per mile the FFH costs, it's a good car for this environment.

Registration is a flat $36 per year in PA for a car. The state safety and emission inspection is around $50 even though my car is exempt from emission testing because it is driven less than 5000 miles per year. In spite of being exempt it costs $20 to have the exempt sticker pasted on the windshield.

Has anyone had this done yet? Just received the official notice in the mail yesterday. I am in no hurry to get this done. May wait till it needs to go in for something else.

 

If you have had it done, has anything changed performance wise, mileage wise, etc?

I had the recall done about 3 weeks ago and see no difference at all. I'm still getting over 50MPG on each round-trip to and from work. I didn't receive a notice in the mail but the service department called me on two different occasions to setup an appointment. This is the first time I've received a call like this unless the recall has been out for some time.

I am waiting until the replacement door latches are available before I take the car in to have all four items handled in the same visit. The emission recall is meaningless for me since I put less than 5000 miles a year on the car which makes the car exempt from emission inspections.

Ditto on the above with 4 items on the menu... and now I'm starting to hear an old familiar sound that used to be present on the SE Hybrid -- the "ping pong" sound! At least that's kinda what it sounds like, but my car's build date was after those subject to the 13-5-24 TSB.

 

I guess it's time to email my service guy and ask if they have parts for the 14S21 RCM and the 15S16 door latches in stock yet, and if so just git-r-done.

My RCM was replaced several months ago and I'm now wondering if they did it with old stock instead of the new design part.

 

My VHR is now saying for "Restraints and Driver Assistance" STATUS: UNCERTAIN

 

What does that mean?????

Means the Ford website is acting pretty much normal.

Maybe a call to your Dealer and a look at their records is in order.

What a bummer. :(

I also have 3 outstanding recalls and my VHR "Restraints and Driver Assistance" is showing Status: Uncertain as well. Dealer said this relates to the RCM replacement needed.

Any PCM reprogramming will reset the Lifetime Regen Miles & Brake Score.

 

No parts are available for 15S21 (door latch recall). We had the other 3 outstanding recalls completed when bringing the car in for the dead 12V battery. I told the dealership I would prefer if they didn't do the recalls, but they said that since the car was there they are obligated to do the recalls.

Also, I see to the 3-4 recalls shown for me on Ford's site, a couple were done (RCM) and

they told me they did treat the steering bold for anti-corrosion, but not replace it. A preventative

measure that they just did without my asking (this makes sense to me).

 

So the recalls show 4 recalls pending even though 2 of them were done (ie, no indication of completed

recalls from the website).

Great question, smr2112.

 

I recommend reaching out to your dealer for specifications on the emissions testing, as well as the other recalls. Keep me in the loop with what you find out.
