Although the 2013 to 2016 Ford Fusion Hybrid did not have locking fuel doors, the 2013 to 2016 Ford Fusion Energi had the locking control on the right side of the center console. On the 2017 Ford Fusion Hybrid and Energi, that fuel door control has been moved to the driver's door by the door speaker on both models as shown on page 156 of the owner's manual for the Hybrid and Energi models: Press the button on the driver's door to open the fuel filler door. The fuel filler door may take up to 15 seconds to open before you can insert the fuel filler nozzle. This information is not in the brochure, but I noticed it on August 12. Hope this helps.
