I am a Ford Technician and have an '09 Fusion myself as for the message displayed there really is not much you can do for this with out purchasing an adaptive harness with higher resistance to simulate the bulbs. As for the lamps flickering and starting out dim that is pretty common for HID headlamps especially after market styles. Good luck
