Is there a severe break in period?

Nothing is wrong. It's winter and you are a new hybrid driver. Read everything everywhere about how to drive hybrids and wait for summer. There is little break in effect for hybrids ( or any other car ) despite what people or dealers tell you. Your 37 mpg is normal winter mileage. Fill the tank up and reset some mileage counters and start again.

...and also since the car is new, there is no history from which the gas gauge and DTE can pull, so it calculates very conservatively. So don't be surprised if it tells you that you are low on gas and you can only put in 8-9 gallons, as that happened to me and also to others. Give it 2-3 tanks for more history to build up and it gets more accurate.
