Vibration like tires not balanced

Okay, so the post-Katrina streets of New Orleans are continuous potholes and two front tires had to be replaced after front end went out of alignment. Checked balance and mounted older tires on front but felt a vibe in the steering wheel. After 2 weeks, had tires switched with new tires on front. Very reputable tire dealer. I'm still feeling the vibration in the steering wheel on smooth interstate at 75 mph. If tire place did balance tires properly, is there another front-end part that might be causing this? Have 24,000 miles and 13 months on the Fusion. Thanks in advance for any advice.
