Ford Fusion hybrid 2013 brake vibration

It seems odd that your foot is on the brake when the ICE comes on. Can you explain a little further?

Internal Combustion Engine, i.e. your gas engine. It's possible you're feeling it running, since the electric motor produces very little vibration, and the ICE may comparatively produce more.

If there was an ignition or fuel problem there would be an indication on the panel. You shouldn't feel anything on the brake pedal. It's not connected to anything but a simulator.

When stopped, there is a barely noticeable shudder when the ICE starts but it is only for a fraction of a second. Stopping and starting of the ICE when moving is almost undetectable.
